About this game

October-November 1956: The Communist government of Hungary has fallen. The newly inaugurated president Imre Nagy declares an end to the one-party system and threatens to declare neutrality and pull out of the Warsaw Pact. The Soviet Union cannot tolerate this defection and launches "Operation Whirlwind" - military intervention in Hungary to restore order, culminating in a desperate battle in the streets of Budapest. The game scale uses 8 hours per turn and units are roughly platoon to regiment scale. The 11 x 17" map features an area movement map of downtown Budapest, at a scale of 300 yards to the inch. Besides Hungarian insurgents and Soviet Army troops, optional forces include Soviet paratroops, US Special Forces teams and the 101st Airborne Division. The original 2002 Microgame Design Group edition had 280 unmounted counters, which had to be mounted to make 140 double-sided ones. The 2007 Fiery Dragon reissue has 192 single-sided die-cut counters. The 2015 One Small Step Games edition has a 17x22" map and 140 die-cut, double-sided counters.

Setup

1. Use the standard Operation Whirlwind map. Identify the three divisional sectors per the map diagram: - 2nd Guards Mechanized Division sector: northern Pest (all areas including and north of Areas 22, 26, 24, 20, and 15). - 33rd Guards Mechanized Division sector: southern Pest (all areas south of the 2nd Guards sector boundary line). - 128th Motorized Division sector: Buda (all areas west of the Danube River). 2. Add the 128th Motorized Division to Soviet starting forces at no VP cost. 3. Optionally add battalions from the 7th Guards Airborne Division to Soviet starting forces, paying 1 VP per battalion added. 4. Attach Special Corps (SC) units and any 7th Guards Airborne units to one of the three divisions. These attachments are permanent for the game (unless the unit is eliminated and later reconstituted). 5. Remove all Hungarian Army units from the game. There is no Western Intervention. 6. On Game-turn 1, deploy all Soviet units within their divisional sectors: - 2nd Guards Mechanized enters along the north map edge. - 33rd Guards Mechanized enters along the south map edge, east of the Danube. - 128th Motorized Division enters along the south map edge, west of the Danube. 7. All other setup steps follow the base game rules.

Turn flow

Turn structure follows the base game rules. On the first game-turn, all Soviet units enter the map via their designated edges within their divisional sectors. Each subsequent turn, Soviet units may move and conduct combat only within their assigned divisional sector. Hungarian Militia and Sappers may move using either Regular or Infiltration movement modes. Civilian and Recruit units may not move at all. No airdrops occur for either side. Victory is assessed at game end using the standard Victory Point method with the specific modifications noted in the Historical Scenario rules.

Rules to know

Setup

The 2nd Guards Mechanized Division's sector is northern Pest.

The 2nd Guards Mechanized Division's operational sector consists of all map areas in northern Pest: specifically all areas including and north of the line formed by Areas 22, 26, 24, 20, and 15. Units of this division (including any permanently attached SC or 7th Guards Airborne units) may never leave this sector during play.

Setup

The 33rd Guards Mechanized Division's sector is southern Pest.

The 33rd Guards Mechanized Division's operational sector consists of all map areas in southern Pest: specifically all areas south of the boundary line that delineates the 2nd Guards Mechanized sector (i.e., south of the line formed by Areas 22, 26, 24, 20, and 15). Units of this division (including any permanently attached SC or 7th Guards Airborne units) may never leave this sector during play.

Setup

The 128th Motorized Division's sector is Buda (west of the Danube).

The 128th Motorized Division's operational sector consists of all map areas west of the Danube River (the Buda side). Units of this division (including any permanently attached SC or 7th Guards Airborne units) may never leave this sector during play.

Restriction

Soviet units may never move into the sector of another division.

During the game, Soviet units belonging to one division may never enter the operational sector assigned to a different division. This applies to all movement modes. A unit's divisional identity is determined by its assignment at game start (or upon re-entry after reconstitution). This restriction applies equally to Special Corps and 7th Guards Airborne units once they are permanently attached to a division.

Setup

The 128th Motorized Division is added to Soviet starting forces at no VP cost.

In the Historical Scenario, the 128th Motorized Division is automatically included in the Soviet player's starting forces. Unlike in the base game, fielding this division does not cost the Soviet player any Victory Points at game start.

Setup

7th Guards Airborne battalions may be added at game start at 1 VP each.

The Soviet player may optionally add battalions from the 7th Guards Airborne Division to their starting forces. Each battalion added costs 1 Victory Point. The player decides how many (if any) to include before the game begins.

Setup

There are no Hungarian Army units in the Historical Scenario.

The Hungarian Army does not participate in this scenario. Hungarian Army units are removed from the game entirely and are not available to either player.

Setup

There is no Western Intervention of any kind.

Any rules from the base game relating to Western Intervention are cancelled entirely in the Historical Scenario. This applies both at setup and during all game turns.

Strategy briefing

Soviet Division Assignment of Special Corps

The permanent attachment rule (sc_and_airborne_attachment_permanent) means the Soviet player must plan the entire game's divisional needs before Turn 1. Assigning heavy Special Corps assets to the wrong division cannot be undone unless those units are eliminated — so concentrate them where the toughest Hungarian resistance (immobile Civilians and Recruits forming dense defensive clusters) is expected.

Deliberate Sacrifice for Reconstitution Reattachment

Because reconstituted SC and 7th Guards Airborne units may be freely re-attached to any division (reconstituted_units_reattachment), a Soviet player who finds a unit misassigned might, in extremis, allow it to be eliminated in a losing fight to enable reattachment to a more needed sector. This is costly but can be strategically rational.

7th Guards Airborne Cost-Benefit

Each 7th Guards Airborne battalion costs 1 VP (7th_guards_airborne_optional_purchase) and cannot be airdropped (no_airdrops), meaning they function as standard ground units. Evaluate whether the combat power they add is worth the VP cost and whether you have the sector space to deploy them effectively.

Hungarian Defense: Exploit Immobility

Civilian and Recruit units cannot move (civilian_recruit_no_movement), so the Hungarian player should place them in areas that force the Soviet player to fight through them on the way to objectives. Meanwhile, use mobile Militia and Sappers (who can use both Regular and Infiltration movement per hungarian_militia_sapper_movement) to counterattack flanks and delay Soviet advances.

Soviet Sector Isolation as Hungarian Opportunity

The strict sector restriction (sector_restriction_movement) means the Soviet player cannot shift forces to reinforce a struggling division. The Hungarian player should identify the weakest of the three Soviet divisional efforts and focus mobile Militia and Sapper units there to overwhelm it, knowing Soviet reinforcement across sector lines is impossible.

128th Motorized and the VP Trade-off

Because using the 128th Motorized carries no VP penalty in the Historical Scenario (victory_128th_no_penalty), the Soviet player gets full use of a third division for free. However, that division is locked into Buda and cannot assist in Pest. Use this division aggressively to clear Buda while the other two divisions handle Pest independently.

Common questions and edge cases

The Soviet player paid VPs to include 7th Guards Airborne battalions. Can they be airdropped into the city?

No. Even though the Soviet player paid VPs to add 7th Guards Airborne battalions, airdrops are completely prohibited in the Historical Scenario (rule 7.1 is cancelled). These units must enter the map via their division's designated edge on Game-turn 1, just like all other Soviet units.

A Special Corps unit attached to the 2nd Guards Mechanized is eliminated and reconstituted. Can it now operate in Buda?

Yes, but only if the Soviet player re-attaches it to the 128th Motorized Division upon re-entry. Once reconstituted from the dead pile, SC and 7th Guards Airborne units lose their original divisional attachment and may be freely re-attached to any division. However, once re-attached, the new assignment is permanent (unless the unit is eliminated and reconstituted again).

Can the 128th Motorized Division enter along the north map edge since it is also a Soviet division?

No. The 128th Motorized Division's sector is Buda (west of the Danube), and it must enter along the south map edge, west of the Danube, on Game-turn 1. Only the 2nd Guards Mechanized enters from the north edge. Soviet units may never enter a sector other than their own.

Can the 33rd Guards Mechanized move into Area 22 or Area 26?

No. Areas 22, 26, 24, 20, and 15 are part of the 2nd Guards Mechanized sector (they are included in the northern boundary line). The 33rd Guards sector consists of all areas south of that line, so these boundary areas belong exclusively to the 2nd Guards and are off-limits to the 33rd Guards.

Can Civilian or Recruit units be moved to reinforce a threatened area?

No. Civilian and Recruit units are completely immobile and cannot move by any means. They may only defend the area where they are already located. Plan the Hungarian defense around their fixed positions.

Does the Soviet player lose the standard 14 VPs for using the 128th Motorized Division as they would in the base game?

No. In the Historical Scenario, the VP penalty for using the 128th Motorized Division is waived entirely. This 14 VP non-penalty is the designed compensation for the movement restrictions the divisional sector system imposes on the Soviet player throughout the game.
