From the Rule book: "Flotilla is a large-scale starship combat system, designed to allow large fleets to do battle over an entire solar system. The scale is one inch per Astronomical Unit (1 AU = 93,000,000 miles = The distance from the Earth to the Sun). Each turn lasts 10 seconds, and each inch of movement is equivalent to fifty times the speed of light."
