The designer's laconic introduction: "This is a set of wargames rules for pre-dreadnought naval battles between 1890 and 1913 (no dreadnoughts fought before 1914!), prompted by the re-discovery of some 30-year-old 1/1500 models, but equally suitable for contemporary 1/6000 models." Focusing on manoeuvre rather than the technical detail of ships, the rules allow large actions to be fought in a reasonable amount of time. =DBSA is one of the prototype DBA-like Rules Phil's had out for a long time,while he released a prototype set (never further developed or released commercially) players have modified this and a collected set incorporating modifications, variants and optional rules has been in widespread use since 2007 NB DBSA was also the original name for the first version of DBA released at Wargames Developments Conference, UK
